Over a year ago, the City Council passed a law requiring open air NYC tour buses to provide headsets for customers. Grayline - Twin America is planning to replace live tour guides with tapes since the headset law makes no mention of the need for licensed NYC Tour Guides. If the largest supplier of New York City tours does not have to employ licensed NYC Tour Guides for its tours then one wonders why the City should license tour guides at all.
