Pepper Spray

This was a horrible incident! My prayers are with the parents. I agree with you that the laws must be changed, we need to be more harsh on these animals. To parents, you can always buy pepper spray really cheap, it won't be fashionable or have any "cool" colors that your kid might want, but it works if you're on a budget. Of course, you can always buy a pink colored pepper spray keychain for your daughter, or a black or blue for your son. Here's a little secret though: it's usually the same type and pepper spray used in the cheap vs the keychain models. It's all about preference and will your child want to carry it around? You can also look for alarms, or a whistle-type device to alert for help.
