what, by far, has been the coldest December not to experience any measurable snowfall?

The coldest December with no measurable snow was December 1882, which had an average temperature of 30.6 (3.5 degrees colder than the Decembers of 1869-1899). Second coldest to have no measurable snow was December 1943, which had an average temperature of 33.0 (2.2 degrees colder than the 30-year average of 1911-1940). And among the ten coldest Decembers, December 1989 (third coldest) had the least snow, just 1.4 inches.

Thank you for replying. I'm interested to eventually find out where December 2018 falls on the list of cold Decembers with no measurable snow, since the forecast shows no significant snow or warm-up in the near future.

2021 was the third December of the century (after 2006 and 2015), and the seventh December overall, with no reading of 32° or colder in the last week of the month.
